Heritage Platform – Victoria Soluade – Candidate for Windsor City Council Ward 7

This post is the twenty-ninth in a series in which we reached out to municipal candidates to ask their heritage platform. Responses will be posted in the order received.

Victoria Soluade was the twenty-ninth candidate to respond. She is running for the Ward 7 Council Seat in the City of Windsor. The catchment area for Ward 7 is east Windsor, primarily the areas known as Forest Glade and East Riverside.

Jackson Park Bandshell

I support completing the work necessary to determine whether the existing Jackson Park Bandshell can be restored and put to a practical future use. I also recognize the recent investment in the new Emancipation Celebration Monument and gathering space at Jackson Park, which reflects the history of the original bandstand and Windsor’s important Emancipation Day legacy.

The remaining question is what should happen to the existing Bandshell itself. I believe the City should have clear information on its structural condition, accessibility requirements, potential uses, costs, and long-term operating implications before making a final decision. The municipality should bring together the technical information, heritage considerations, community input, and financial realities needed to determine whether restoration or adaptive reuse is feasible.

Heritage conservation overall

Council should take a proactive approach to identifying and protecting places that have genuine historical, architectural and cultural significance. With changes to Ontario’s heritage legislation and the January 1, 2027 deadline affecting properties on municipal heritage registers, this work should not be left until the last minute.

Growth and heritage protection do not have to be opposing goals. Windsor needs new housing, investment and development, but we should also consider whether significant historic buildings can be preserved, adapted and incorporated into new development where practical. Decisions should be based on clear heritage value, community benefit, feasibility and responsible use of public resources.

Favourite heritage landmark

My favourite heritage landmark in Windsor is the waterfront. It is one of the places that, to me, best represents Windsor’s identity and its relationship with the Detroit River and the city across the border. I appreciate the combination of history, public space, views, monuments and gathering places along the riverfront. It is a place where Windsor’s past and present come together, and I believe it is important that we continue to protect and care for it for future generations.
